Green tying material is wound on a white reel, with a metal attachment marked "PRESS TO CUT". The catalogue describes this format as plant tie wire with a cutter. The photograph shows the assembly and the wording; it does not establish cutting performance, durability or material construction.

For a buyer, the important distinction is what the purchased item includes. A request for a reel with a cutter is different from a request for tying material alone, even before length or quantity is discussed.

The cutter changes what is included

A request for a self-contained dispenser with a built-in cutter specifies an assembly. For that request, the reel, wound material and cutting part all belong in the described sale unit.

An offer containing only tying material does not meet that requirement, even if the material is identical. The buyer who needs the cutter included needs the complete assembly specified, rather than a material-only line with the cutter left unstated.

Material-only supply can also be a deliberate choice. A buyer with a suitable, separately documented dispensing or cutting arrangement may want the tying consumable without another cutter. Material-only does not necessarily mean loose material; the defining difference here is that the requested item does not include the cutting provision.

That choice does not establish that the photographed reel is refillable, that replacement reels are available or that a particular material fits another dispenser. Those are model-specific questions.

When comparing items in the plant ties and support accessories range, keep the required contents explicit: a reel-and-cutter assembly is a different request from tying material without the cutter.

Fixed-length ties answer a different request

A buyer may instead want ties delivered at a stated length, rather than a reel-and-cutter item. The supplied length is the starting point; the buyer may still trim a tie during use.

Garland provides a documented example. Its W0900 product page lists a pack of 100 Twist Ties at 15 cm (6 in), with instructions to peel a tie from the strip. That is Garland's fixed-length format, not an identification of the reel pictured here or a statement of Scarecrow's supply.

These formats cannot be ranked for speed, waste, price or convenience from their contents alone. A fixed-length pack, material-only supply and a complete reel-and-cutter item answer different requirements.

The purchasing decision is therefore specific: include the cutter when a self-contained cutting item is required; leave it out of a material-only request when the buyer has an appropriate arrangement; specify delivered tie lengths when those are the product wanted.
